A Division Bench of Delhi High Court on Monday held that Parliament cannot change the terms of a treaty, by bringing in amendments in the domestic law.The Bench comprising Justice S. Ravindra Bhat and Justice R.K. Gauba observed, “Parliament, supreme as it may be, is not equipped, with the power to amend a treaty. It is certainly true that law laid down by the Parliament in our domestic context, even if it were in violation of treaty principles, is to be given effect to; but where the State unilaterally seeks to amend a treaty through its legislature, the situation becomes one quite different from when it breaches the treaty.”The Court was hearing an appeal challenging orders of the Income Tax Appellate Tribunal, which upset certain assessment orders. The list of everyday technologies pioneered or developed by the military before being adapted to civilian applications is a lengthy one: GPS, microwave ovens, jet engines, and radar are just some common examples. Could autonomous cars and vehicle-to-infrastructure, or V2I, communications be some of the next technologies to get a boost from military research and development?Starting this summer, the U.S. Army is planning to deploy a road test of convoys with V2I technology along a stretch of I-69 in Michigan. The road test will involve truck convoys with at least four vehicles apiece, with receivers that communicate with roadside transponders set alongside the highway. The 2012 Federal Aviation Administration Modernization and Reform Act called for the Federal Aviation Administration (“FAA”) to institute a program to facilitate the safe integration of civil unmanned aircraft systems (“UAS”) into the National Airspace System (“NAS”) by September 30, 2015. While the legislatively imposed deadline passed with no regulatory program in place – and such a program is unlikely to be finalized until at least mid-2016 – 2015 has been a year for significant developments in UAS integration. Police in Tallahassee, Florida, have released new details about the Prius that may have been used by the person who shot and killed Florida State University law professor Dan Markel on July 18 of last year.A neighbor who heard a loud bang found Markel bleeding in his car in the garage. His driver’s side window was broken.Surveillance photos captured the Prius, a 2006 to 2009 model with tinted windows and painted “Silver Pine Mica,” report People magazine and the Tallahassee Democrat in stories here and here. It had a missing a tow-bolt cover on the front bumper, a mismatching black housing on the passenger-side mirror, and what appeared to be a toll transponder in the center of the windshield.
