What's good for America is bad for nursing homes and their residents, according to a study that shows low unemployment hurts the quality of service at elder care facilities. Nursing homes, known for their low pay and physically and emotionally taxing environments, suffer in a tight labor market because potential workers seek employment in other industries. The reverse is true when unemployment goes up. Nursing homes have access to a larger -- and more qualified -- pool of potential staffers, allowing them to deliver better quality care to their patients. "During economic downturns, many people are willing to take positions in work environments they may not prefer because there aren't many options," said Sean Shenghsiu Haun, author of the Georgetown University Medical Center study. "But when the economy is good, there are plenty of employment opportunities, and taking a nursing-home job may not be that attractive." Section 203 of the Labor-Management Reporting and Disclosure Act of 1959 contains a section known as the “persuader rule.” The rule requires employers and their labor consultants to file disclosures with the department when they engage in certain activities or enter into agreements or arrangements to persuade employees on union formation or membership issues. By Arthur Delaney President Donald Trump campaigned on the promise that he would prevent companies from laying off American workers in favor of cheaper foreign labor. So far, he hasn’t delivered. Companies are laying off workers due to foreign competition at a pace of roughly 90,000 per year since Trump’s election, according to a new report from Good Jobs Nation, a union-backed worker advocacy group. That’s slightly above the average of 87,000 workers displaced annually in the five years before Trump took office, though the numbers can vary greatly from year to year. “One-and-a-half years into his presidency, Donald Trump shows no sign of following through on his promise to put an end to offshoring,” the organization said in its report. Alleged Iranian Hackers Target U.S. Universities to Steal Intellectual Property, Report Reveals
World Throughout the month of August, universities from around the world, including the United States, were targeted by a group of hackers linked to the Iranian government, according to a new report. The cybersecurity firm Secureworks discovered a campaign targeting university students using 16 domains and more than300 fake websites and login pages for 76 universities in 14 countries, including Australia, Canada, China, Israel, Japan, Switzerland, Turkey, the United Kingdom and the U.S. “After entering their credentials into the fake login page, victims were redirected to the legitimate website where they were automatically logged into a valid session or were prompted to enter their credentials again. Numerous spoofed domains referenced the targeted universities’ online library systems, indicating the threat actors’ intent to gain access to these resources,” according to the report. The U.S. Department of Labor concluded that Cisco “secured visas for foreign workers instead of hiring U.S. citizens for certain jobs and paid the visa holders at a lower rate than their American counterparts,” legal-news website Bloomberg Law reported Monday, citing unnamed sources said to be familiar with the probe.
