Lack Of Basic Infra For OSM System Leading To Delay In Semester Results: Mumbai University Professors; Move HC [Read Petition]

In a writ petition filed before the Bombay High Court, the Bombay University and College Teacher’s Union, along with five other professors from different streams and colleges affiliated to the university, have filed a writ petition alleging that thousands of students have been suffering due to improper implementation of the online screen marking (OSM) system for assessment of answer papers by the university.The petitioners contended that the university failed to provide computers and internet facility that was required for assessment of papers under the OSM system.Thereafter, the university issued a notice to the teachers for not assessing adequate amount of papers.The petition stated that earlier answer sheets were assessed by examiners and moderators at Examination Bhavan and the process used to be over while the university was closed for vacation. OSM Will Propose New Regulations to Address Air Emissions from Surface Mines

The United States Office of Surface Mining Reclamation and Enforcement (OSM) is moving forward with a rulemaking to address emissions from blasting operations at surface coal mines. On February 20, 2015, OSM announced it was granting a petition for rulemaking filed by WildEarth Guardians. See 80 Fed. Reg. 9,256 (Feb. 20, 2015). WildEarth Guardians’ petition, filed on April 14, 2014, requested OSM adopt new regulations under the Surface Mining Control and Reclamation Act (SMCRA) that would prohibit the production of visible NOX emissions during blasting at surface coal mining operations. On July 25, 2014, OSM requested public comment on the petition. In White v. University of California, 2014 WL 4211421 (9th Cir. 2014), archaeologists employed by the University of California–Los Angeles (University) in 1976 had discovered two human skeletons (La Jolla remains), estimated to be between 8977 to 9603 years old, making them among the earliest known human remains from North or South America. The property on which the La Jolla remains were discovered was aboriginally occupied by members of the Kumeyaay Nation (Tribe), which consists of a number of federally recognized Indian tribes. A lengthy controversy over custody of the remains ensued between the Kumeyaay Cultural Repatriation Committee (Repatriation Committee), a tribal organization that was formed by the 12 constituent members of the Tribe and scholars wishing to study the remains. Appalachian Coal Industry Faces Challenges in 2010

As a new decade begins, coal companies with operations in Appalachian states face the prospect of continued efforts by opposition groups and their federal agency allies to severely limit their production activities, including in particular the development of new surface mines. Lengthening reviews under the federal Clean Water Act ("CWA") Section 404 "dredge and fill" permit program (and judicial challenges to any 404 permits that are actually issued) will remain a primary tool in accomplishing this goal. In addition, industry can expect to face a renewed push from within and outside EPA to implement more stringent water quality standards that would apply to stormwater runoff and other discharges under CWA Section 402 ("National Pollutant Discharge Elimination System" or "NPDES") permit programs.
