Charges on leaving DIY waste at Norfolk tips now in force

Picture: STUART ANDERSON Norfolk County Council has introduced new charges, starting from April 1, for anyone taking DIY rubbish to its 20 waste recycling centres. While the move is expected to save the council about £280,000, fears have been raised the charges could lead to an increase in fly-tipping in rural areas as some people try to evade the toll. Charges include £5 for each sack of non-recyclable rubbish, £3 per 80 litre bag of rubble and £4 a car tyre. Gov. Northam OKs paying “‘Norfolk Four” $3.5M for wrongful rape, murder convictions

RICHMOND, Va. (AP) — Gov. Ralph Northam has signed legislation to provide nearly $3.5 million in compensation to the "Norfolk Four," the U.S. Navy sailors who were wrongfully convicted and imprisoned for a 1997 rape and murder.Northam last week signed identical House and Senate bills to compensate Danial Williams, Joseph Dick, Derek Tice and Eric Wilson, who were wrongly convicted in 1999 of raping and killing 18-year-old Michelle Bosko.Under the legislation, Williams will receive $895,299; Dick, $875,845; Wilson, $866,456; and Tice, $858,704.On Thursday, Northam signed the measures containing the compensation package - Senate Bill 772, proposed by Sen. Scott Surovell, D-Fairfax, and House Bill 762, proposed by Del. Norfolk proposes $18.5M tax hike to fund schools, vehicles, employee raises and more

NORFOLKCity Manager Doug Smith will ask homeowners to foot most of the bill for a $24.1 million boost in city spending next year with a nearly 9-percent increase in the real estate tax rate.More school funding, employee raises, new vehicles and services for public housing residents are all part of the proposed budget increase unveiled Tuesday afternoon.A 10-cent increase in the real estate tax, if approved by City Council, would be Norfolk’s first tax hike in five years and would raise the rate from $1.15 per $100 of assessed value to $1.25.The proposal coupled with slowly growing property values mean the average Norfolk homeowner would pay about $252 more each year in real estate taxes.After Smith presented his plan to the council Tuesday, Mayor Kenny Alexander noted the budget proposal is just that – a proposal. Why Norfolk is planning to tear down half of its public housing

NORFOLKThe redevelopment of the St. Paul’s Quadrant – the 200-acre area north and east of Norfolk’s downtown that contains more than half of the city’s public housing – has been a controversial topic for years.But Norfolk’s goal, replacing three public housing communities with mixed-income neighborhoods, fits a 30-year national trend of breaking up concentrations of the poorest citizens.Some residents objected that a plan put forward by city staff last year hadn’t taken them into consideration. The City Council ordered staff to gather more input from the affected communities.Last month, the council approved a revised version. It still calls for tearing down public housing but also includes more services for residents living there now. Norfolk County Council meetings could soon be live streamed on the Internet

A motion has been proposed by Labour councillor David Rowntree to discuss improving public access to Norfolk County Council committee meetings, with live web streaming of full council meetings among his suggestions. His motion says: “With the expansion of reliable broadband links it is now appropriate to live stream full council meetings and to improve public access to proceedings.” If full council agrees to the motion, the full council’s annual meeting in May could be the first to have a live web stream. The motion also proposes the possibility of making audio recordings of main council committee meetings available to the public on request, with this also beginning from May 2018.
