The ruined shell is a remnant of Hurricane Katrina, but this heavy, humid day with portents of a thunderstorm in the air isn't a few months after the storm, or even a few years. It's been a decade. In July, I rode with David Spielman, a lean, 65-year-old freelance photographer with intense blue eyes, through neighborhoods that still bear the savage marks of the storm. Proud owners have shown off their dream homes - which they purchased for just £1 when they were in a state of disrepair as part of an innovative project. Dilapidated houses in Liverpool have been transformed, with delighted householders describing it as "the best pound we've ever spent". Images show the state of the homes when they were purchased, and how they look now. The Homes for a Pound scheme was launched by Liverpool Council in 2015. The project enabled people to buy a run down house for just a £1, and then they can renovate it using their own money and resources, in agreement with the city council. At first there was a trial in the Granby area, where 10 properties were restored, reports The Liverpool Echo.
