The maker of a much-debated e-cigarette popular with teenagers says it will spend $30 million in an effort to keep its products out of the hands of children. The announcement from Juul Labs comes one day after the Food and Drug Administration questioned the design and marketing of the company's small, sleek vaping devices. The San Francisco company said the initial investment will fund research on vaping and the formation of an expert panel to combat underage use of Juul. That group will be led by Iowa Attorney General Tom Miller. The company says it will also support state and federal legislation to raise the minimum age for vaping products to 21. Federal law sets the age at 18, though some states have higher requirements. The Food and Drug Administration will restrict sales of most flavored e-cigarettes to age-restricted stores and pursue bans on menthol cigarettes and flavored cigarettes as it tries to control what Commissioner Scott Gottlieb describes as an "astonishing" surge in teen e-cigarette use that is reversing years of progress in fighting youth tobacco addiction. The FDA announced a proposal Wednesday for new restrictions on flavored e-cigarette sales in an effort to stop a recent rise in youth vaping. In a statement announcing the new regulations, FDA Commissioner Dr. Scott Gottlieb expressed his hopes that the FDA’s efforts will allay the “epidemic-level rise in youth e-cigarette use” and put the US back on track to overcoming “one of the most pernicious public health challenges of our times–the death and disease caused by cigarette smoking.” Gottlieb noted that the surge in e-cigarette use threatens US progress toward reducing nicotine dependence, citing recent CDC data that more than 3.6 million middle and high school students reported e-cigarette use in 2018, up from 2.1 million in 2017.
