Explained | The new rules for utilisation of funds under MPLADS
The story so far: The central government recently revised rules governing the utilisation of funds under various central sector schemes (CCS), including the MP Local Area Development Scheme (MPLADS). According to the revised norms, interest accrued on the annual fund of Rs 5 crore allotted to each Member of Parliament for development works will have to be returned to the Centre. To put it in simple terms, MPs will no longer be able to use interest accrued on MPLADS funds for development works since the revised procedure requires these earnings to be compulsorily remitted to the Consolidated Fund of India (CFI). The MPLAD Scheme and how it works Fully funded by the Centre, the MPLAD scheme was launched in December 1993 by the then-Prime Minister P.V. Narasimha Rao to provide funds to MPs to facilitate developmental works in their constituencies. The scheme puts special focus on the development of areas with Scheduled Caste and Scheduled Tribe populations. Russia is reportedly offering to provide financial compensation to residents of the besieged city of Mariupol if they blame President Volodymyr Zelensky 's military for destroyed housing or family deaths, an adviser to Mariupol Mayor Vadym Boychenko said Monday. In Petro Andryushchenko's Telegram post, which he marked as a "warning" to the city at the top, he said Mariupol residents seeking the compensation must submit written statements saying Ukraine is responsible for the property destruction or the deaths of their family members. Residents of the city who leave out or refuse to include these statements will not receive any compensation, he said. "When submitting a written statement, Mariupol residents must state that the property was 'destroyed by the Ukrainian military' and that relatives were 'killed by the Ukrainian army,'" Andryushchenko added. Aadhaar Verdict Review: SC Judgement on Pleas Against Aadhaar Scheme Validity Tomorrow
The Supreme Court is scheduled to pronounce on Monday its verdict on pleas seeking review of a verdict upholding the Centre’s flagship Aadhaar scheme as constitutionally valid but striking down some of its provisions, including its linking with bank accounts, mobile phones and school admissions. A five-judge bench, comprising Justices A M Khanwilkar, D Y Chandrachud, Ashok Bhushan, S A Nazeer and B R Gavai, will take up in-chambers a batch of review pleas challenging the September 26, 2018 verdict. A five-judge Constitution bench headed by then Chief Justice Dipak Misra held that while Aadhaar would remain mandatory for filing of Income Tax Return and allotment of permanent account number (PAN), it would not be mandatory to link Aadhaar number to bank accounts and telecom service providers cannot seek its linking for mobile connections. In a 4-1 verdict that also quashed some contentious provisions of the Aadhaar Act, the top court, however, had held Aadhaar would be needed for … [Read more...] about Aadhaar Verdict Review: SC Judgement on Pleas Against Aadhaar Scheme Validity Tomorrow
Whodunnit? When it comes to Wagatha Christie, we may never know
Those nine legendary dot dot dots, that triple ellipsis typed out by Coleen Rooney before the fateful words “ Rebekah Vardy ’s account” intimate that she’d given this matter quite some consideration. That she’d hovered, finger on the trigger, for a long thrilling moment, before firing what she thought would be the fatal shot. Her Instagram sting operation had been going on for almost five full months by that point. Five full months to wonder where this deadly road might take her. She’d had all the days and nights she could possibly have needed to work through all the angles, to look down the many branches of history that would fork their way forward from that defining second, when she chucked that irretrievable stink bomb in to the players’ wives enclosure of English football’s VIP club. But even she, surely, did not see that she would be setting herself on this precise path. That it would lead to here, the witness box of the Royal Courts of Justice, where she’d be … [Read more...] about Whodunnit? When it comes to Wagatha Christie, we may never know
Despite Soaring Mercury Levels in Delhi, Power Demands Declines: Data
Despite record day temperatures in Delhi, the power demand in the past few days has declined mainly due to holidays, discom officials said on Monday. A tormenting heatwave swept through the city on Sunday with the mercury leaping to 49.2 degrees Celsius at Mungeshpur in northwest Delhi and 49.1 degrees Celsius at Najafgarh in the city’s southwest. However, the peak power demand reached 6,732 MW at 11.26 PM on Sunday, according to the realtime data of Delhi’s State Load Dispatch Centre, the apex body to ensure integrated operation of the power system in the capital. It slightly fell to 6,688 MW just past midnight — on the intervening night between Sunday and Monday — as per SLDC data. Delhi witnessed its highest-ever peak power demand for May three days ago when it clocked 6,829 MW at 11.25 PM on May 13. “The demand has remained sluggish due to the weekend and Buddh Purnima holiday. Normally, with day temperature rising, the peak demand too shoots up as cooling load increases,” a … [Read more...] about Despite Soaring Mercury Levels in Delhi, Power Demands Declines: Data
