Transparency, Tax Stability Key Guiding Principles of Budget 2021-22, Says Nirmala Sitharaman

Finance Minister Nirmala Sitharaman on Friday said transparency and tax stability were the key guiding principle of Budget 2021-22. Contrary to the expectations of a COVID-19 tax, the government has chosen to fund the budget stimulus through higher borrowing rather than increased taxes, she said while addressing members of industry chamber CII. While the Union Budget 2021-22 provides for enhanced capital expenditure by the government, it also envisages private sector participation in a big way, the finance ministry said in a statement quoting the minister. On the Budget announcement of setting up a Development Finance Institution (DFI), Sitharaman said the government will provide some capital and will also raise funds from the market. In addition, the DFI Bill will provide legislative space for private DFIs. Revenge porn victims could be granted anonymity in review of online abuse laws

Revenge porn victims could be granted anonymity as part of a review of the laws around online abuse. MPs and campaigners have been calling for victims to be protected from further harassment after the sharing of private or sexual images or videos of a person without their consent was made a criminal offence in 2015. Survivor Lena Chen previously told The Independent how she had to leave the US and change her name when she was harassed for years after her ex-boyfriend’s posted of intimate photos online. The Law Commission is to consider the case for granting revenge porn victims automatic anonymity, which is currently standard for sexual offences, as part of a wide-ranging review. The independent body will also look at whether current laws are sufficient to tackle the emerging offence of “cyberflashing ”, where victims are sent unsolicited sexual photos and “deepfake” pornography that sees victims’ faces added to explicit videos. The massacre at Tops Friendly Market in Buffalo on Saturday should have been thwarted by New York’s red flag law , which aims to stop people from buying or possessing firearms when they show they’re threats to themselves or others, gun policy experts said. “It was designed exactly for this circumstance,” said David Pucino, the deputy chief counsel at Giffords Law Center, a gun-safety group. Buffalo shooter saw New York’s gun laws as his advantage

The suspected Buffalo shooter reportedly saw New York's strict gun laws as an advantage in the recent attack that left 10 people dead. According to the Buffalo News, law enforcement officials said that they believe an online manifesto was written by the suspected shooter, identified as 18-year-old Payton Gendron. In the manifesto , Gendron allegedly wrote about how he planned to "kill as many Blacks as possible" in the attack and decided to carry it out in New York due to its strict open carry gun laws, which would make it harder for someone to stop him, the Buffalo News reported. The Giffords Law Center states that New York State residents are prohibited from openly carrying a loaded handgun outside of their homes without a carry license. "The state also prohibits any person from possessing a 'loaded' short-barreled shotgun or rifle or an assault weapon outside of his or her home or place of business," the Giffords Law Center said. The story so far: The central government recently revised rules governing the utilisation of funds under various central sector schemes (CCS), including the MP Local Area Development Scheme (MPLADS). According to the revised norms, interest accrued on the annual fund of Rs 5 crore allotted to each Member of Parliament for development works will have to be returned to the Centre. To put it in simple terms, MPs will no longer be able to use interest accrued on MPLADS funds for development works since the revised procedure requires these earnings to be compulsorily remitted to the Consolidated Fund of India (CFI). With 2,202 New Covid Infections, India Sees Slight Dip in Active Cases; 22 Fresh Deaths, Most from Kerala

India on Monday 2,202 reported new Covid-19 infections, while the active cases dipped to 17,317, according to the Union Health Ministry data. It also reported 27 fresh deaths while the total active cases decreased by 375 in a span of 24 hours. While the current active cases comprised 0.04 per cent of the total infections, the national Covid recovery rate was recorded at 98.74 percent. The 27 new fatalities include 22 from Kerala, three from Delhi and one each from Maharashtra and Jammu and Kashmir. The daily positivity rate was recorded at 0.74 per cent and weekly positivity rate was recorded at 0.59 per cent, according to the health ministry. Meanwhile, Delhi on Sunday recorded 613 new Covid cases and three more deaths, while the positivity rate was 2.74 percent. The city had on Saturday recorded 673 new Covid cases and four deaths, the highest single-day fatality in over two months. New plan to help first-time buyers get cheaper mortgages unveiled – how it works

First-time buyers could be offered cheaper mortgages if they take out an insurance policy, under new plans to help get people with small deposits on the housing ladder faster. The insurance policy would protect banks if they defaulted and would therefore allow them to offer the buyer lower mortgage rates. Michael Gove , the housing secretary, is examining the Canada-style plans to make loans more available for those without big savings,. He raised concerns that restrictive mortgage financing is shutting a generation out of owning their own homes. Gove said that by looking at how other countries have allowed more families to get loans with small deposits , he will "fix our dysfunctional housing market". Banks are less likely to lend to people with small deposits because they are considered risky and are more at risk of defaulting.
