In spite of my limited exposure to these types of disputes, the comparison that kept creeping into my mind was that of criminal defendants cooperating with authorities. The similarities are definitely there. In both circumstances, you have an individual with a lot to gain and plenty to lose (relatively speaking). Both situations require someone willing to maintain a high level of secrecy in regards to their activities. The extension of a handful of relatively popular and less controversial business and individual extenders such as the R&D credit and bonus depreciation is more assured. House Republicans, as part of a “tax-reform-lite” effort, have passed several bills making select provisions such as these permanent. For clean energy advocates, they have to cling to the more popular parts of the overall package and make sure their provisions are not trimmed away when Congress eventually takes it up. Reframing Climate Change: A Public Health-based Climate Change Framework
In a 2011 study, participants were assessed on how they responded to three distinct climate change message frames: 1) a traditional environmental frame, 2) a national security frame and 3) a health frame.[xvi] The first frame emphasizes the risk to various ecosystems, the second frame emphasizes the threat to U.S. national security and the third emphasizes the risk to human health. The participants in the study were divided into six categories termed “Global Warming’s Six Americas.” This information was based off an earlier study that found that American climate change perceptions can be divided into 6 distinct categories running along a continuum. The six categories were the alarmed (18%), the concerned (33%), the cautious (19%), the disengaged (12%), the doubtful (11%) and the dismissive (7%).
