The Delhi High Court on Monday observed the speech delivered by former JNU student Umar Khalid, arrested in a UAPA case related to the alleged conspiracy behind the riots here in February 2020, in Amravati, Maharashtra was in bad taste but it does not make it a terrorist act. The high court’s observation came while hearing the bail plea of Khalid who has challenged a trial court’s March 24 order dismissing his bail application in the case. “That the speech is in bad taste, does not make it a terrorist act. We understand that extremely well. If the case of the prosecution is premised on how offensive the speech was, that by itself would not constitute an offence. We will give them (prosecution) the opportunity, a bench of Justices Siddharth Mridul and Rajnish Bhatnagar said. The bench further said that the speech was “offensive” and “distasteful” and “may tantamount to defamation but it will not tantamount to a terrorist activity.” The court was hearing the submissions advanced by … [Read more...] about 2020 Delhi Riots: Khalid’s Speech in Bad Taste but Doesn’t Make it Terrorist Act, Observes HC

What The Appointment of Tapan Deka as IB Chief And Samant Goel’s Extension as R&AW Head Signal
In two extraordinary decisions, the Narendra Modi government has given charge of the Intelligence Bureau to Tapan Deka, a 1988-batch Himachal Pradesh-cadre IPS officer, and a second extension as R&AW chief to Samant Goel, a 1984-batch IPS officer from the Punjab cadre. Deka has superseded seven officers from the 1987 and 88 batches, and this is being seen as a revolutionary step by the Modi government. With his appointment, the IB is going to lose seven officers of special director-level who are much senior to many of the state director generals of police. Deka joined the IB earlier as assistant director, has wide expertise, and has dealt with challenges in the Northeast, said sources. He was even posted in the region. He has been associated with anti-terror operations for more than a decade and a half. Deka was involved in counterterror operations in Kashmir as well and is known as a trusted man of union home minister Amit Shah. Presidential candidate The decision made by the ruling NDA government to nominate Droupadi Murmu as its presidential candidate for India’s presidential elections in July is laudable. Ms. Murmu represents real empowerment as her journey in life is very inspiring. Despite personal setbacks she dedicated her life to public service. Let us hope that she will do justice to the post. Mejari Mallikarjuna, Visakhapatnam It is certainly a smart move and the NDA has stolen a march over the Opposition. Ms. Murmu’s background is sure to send a message of pride and hope to Adivasis. On the other hand, the Opposition must blame itself for failing to rise to the occasion. If Ms. Murmu wins, it is hoped that it does not remain a development of mere optics. It should infuse an urgent sense of direction and spirit in the Government to protect the rights of, and deliver justice to, Adivasis, many of whom are oppressed for trying to defend their constitutional and human rights.
