WASHINGTON (AP) — House Democrats prepared Thursday to pass a plan to re-open government without funding President Donald Trump's promised border wall, as Trump pledged to keep up the fight for his signature promise in a surprise appearance. Trump strode into the White House briefing room on the 13th day of the partial government shutdown, declaring that "without a wall you cannot have border security." He then left without taking questions from reporters. Trump is demanding billions of dollars to build a wall along the U.S. border with Mexico, which the Democrats have refused. The White House has invited congressional leaders back for another meeting Friday, two days after failing to make progress during their first sit-down in weeks. The new Congress convened with Democrats taking majority control of the House and returning Democratic leader Nancy Pelosi to the speakership. So she turned to Predictim, an online service that uses "advanced artificial intelligence" to assess a babysitter's personality, and aimed its scanners at one candidate's thousands of Facebook, Twitter and Instagram posts. The system offered an automated "risk rating" of a 24-year-old candidate, saying she was at a "very low risk" of being a drug abuser. But it gave a slightly higher risk assessment - a 2 out of 5 - for bullying, harassment, being "disrespectful" and having a "bad attitude." The system didn't explain why it had made that decision. The hikes brought many Southland communities to the state taxation limit — 10.25 percent — eliminating retail sales as a future source of government revenue and cementing the region’s status as one the the highest taxed in California. The increased number of L.A. County cities that are now at the sales tax ceiling means shoppers looking to save a few bucks by traveling to a lower-taxed city will now have even fewer local opportunities for such schemes. That includes big cities with big retail bases: Pasadena, Burbank, Glendale and Pomona will all have 10.25 percent sales tax rates following Tuesday’s election once the state moves forward with the increases early next year.
