Court of Appeal Grants Appeal to OHHA

At issue was the jurisdiction of the regulator, the Ontario Racing Commission, to convene a hearing to consider the propriety of a decision by Sudbury Downs race track, to excluded 10 OHHA members from participating in races. The commission denied OHHA’s request for a hearing to consider the propriety of that exclusion, stating that it did not have jurisdiction. It decided that the private property rights of Sudbury Downs gave it an absolute right to exclude the OHHA members (and anyone else it wished to exclude) from its property. When OHHA’s application for judicial review was dismissed, it appealed with leave to the Court of Appeal. The respondents were the commission and Sudbury Downs; the Ontario Jockey Club (owner of Woodbine and Mohawk racetracks) intervened to oppose the appeal. How electoral boundary changes could affect west London

The number of electoral constituencies in London set to be reduced from 73 to 68. This will mean significant changes for electors in west London under the proposals drafted by the The Boundary Commision for England (BCE). The BCE has been tasked with reducing the total number of constituencies across the country. By law, every proposed constituency must contain between 71,031 and 78,507 electors. Here's how the BCE's proposed changes will affect west London boroughs. Harrow The borough of Harrow is currently divided into two constituencies - Harrow East and Harrow West. Harrow East has an electorate of 72,537 electors. Harrow West has an electorate of 69,135 electors. Proposed new constituencies There will be two new constituencies in Harrow - "Harrow North" and "Harrow South and Kenton". Regulations can’t prevent police racial profiling

Lawyers continue to raise concerns that street checks by police disproportionately impact people from racialized communities, a few months before the scheduled completion of a report about provincial regulations on police checks. These regulations under Ontario’s Police Services Act came into force in January 2017. Court of Appeal Justice Michael H. Tulloch was appointed to conduct an independent review of the regulations. His report, along with recommendations to the government, is due in January, a website devoted to the review says. The regulations describe how an officer can collect identifying information about a person or ask for such information. The regulations say a police officer can only ask for this information if the officer is inquiring into possible or already-committed offences, inquiring into suspicious activities to detect offences or gathering information for intelligence purposes.
