Bihar elections in three-phases from October 28; counting on Nov.10

The Election Commission of India on Friday announced the dates for the upcoming Bihar Assembly elections. The election will be held in three phases — Oct. 28, Nov 3 and 7 — while the counting of votes will be on November 10. The term of the 243-member Bihar legislative assembly ends on November 29. For the first time, the Commission is extending postal ballot facility to people aged over 85 years, as well as to COVID-19 suspects and patients. In 1955, the great Indian sociologist M.N. Srinivas published his celebrated essay, ‘The Social System of a Mysore Village’, based on fieldwork that he carried out in 1948 in a village which he called Rampura. This fieldwork, carried out in the year of Gandhi’s death, had influenced Srinivas’s thinking profoundly. It would lead to the beautiful reflection titled ‘The Remembered Village’ two decades later, when a fire started by anti-war arsonists in a U.S. university destroyed his material, and Srinivas had to reconstruct, through memory, the life and dynamics of the village. But that was to come later. In his 1955 essay, Srinivas used the term ‘vote bank’ for the first time: “The coming of elections gives fresh opportunities for the crystallization of parties around patrons. Kateel reiterates BJP will win 150 Assembly seats in State

Reiterating that the party will 150 seats in the coming Assembly elections, State BJP president Nalin Kumar Kateel has said that the BJP will form the government again and serve the people with a new vision for development. He was addressing a gathering after laying the foundation stone for a new building for the party office in Yadgir on Monday. Chief Minister Basavaraj Bommai has been implementing many key programmes and taking the State on the path of development. Leaders of the party have been working with him for the welfare of the State. Therefore, undoubtedly, the BJP will definitely come to power again, winning the 2023 Assembly elections. Do we really believe that the police, the bureaucracy and the media do not know how the political class has looted India (July 30)? Everyone knows that the web of politicians, bureaucracy and corporates is well woven. As all of them make money, the law-enforcement authorities are rendered powerless. How to break this nexus should be the point of analysis: how it loots the nation is well known. The best suggestions to stem this rot can come from politically neutral employees of various government departments and concerned citizens. They need a forum to express their views fearlessly. A week after Nepal’s Constituent Assembly got dissolved without delivering a constitution, the political stalemate in the country shows no signs of being resolved. On Sunday morning, Prime Minister Baburam Bhattarai spoke exclusively to The Hindu about the events of May 27 and the future roadmap. Excerpts: Q. When you took over, your stated agenda was peace and constitution. The Constituent Assembly is gone, and Nepal does not have a constitution. What went wrong? A. Bypolls to three Lok Sabha, seven Assembly seats on June 23

By-elections to three Lok Sabha and seven Assembly seats across six States will be held on June 23, the Election Commission said on Wednesday. The three Lok Sabha seats are Azamgarh and Rampur in Uttar Pradesh — vacated by Samajwadi Party leaders Akhilesh Yadav and Mohd. Azam Khan respectively after winning the Assembly polls — and Sangrur in Punjab vacated by Bhagwant Mann who became the Chief Minister after the Aam Aadmi Party won the recently-held Assembly elections in the State. One of the seven Assembly seats where by-election will be held is Rajinder Nagar in Delhi, vacated by Raghav Chadha of the AAP who became a Rajya Sabha member recently. The remaining are Mandar in Jharkhand, Atmakur in Andhra Pradesh, and Agartala, Town Bordowali, Surma and Jubarajnagar in Tripura. ECI announces bypoll for Atmakur Assembly seat

The Election Commission of India has announced a byelection on June 23 for the Atmakur Assembly Constituency seat in the State on Wednesday. According to a press release, a gazette notification for the conduct of the byelection would be issued on May 30 and nominations would be received up to June 6. The last date of withdrawal of candidatures is June 9. Model Code of Conduct will come into force with immediate effect in Nandyal district, according to the release. Election would be conducted on June 23 and votes would be counted on June 26. Electronic Voting Machine (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) machines would be used for the polling.
