WOLF POINT, Mont. – The faint scars on Ruth Fourstar's arms testify to a difficult life on the Fort Peck Indian Reservation: the physical and emotional abuse at home, the bullying at school, the self-harm that sent her rotating through mental health facilities and plunged her to a remedial program from the honor roll. A diploma from Wolf Point High School could be a ticket out of this isolated prairie town in eastern Montana. Instead, Fourstar, 17, sees her school as a dead end. The tutoring she was promised to get her back on track did not materialize. An agreement with the high school principal to let her apply credits earned in summer courses toward graduation fell through, Fourstar said. The special education plan that the school district developed for her, supposedly to help her catch up, instead laid out how she should be disciplined. But in the last week, Carmack has shown the gumption to dig into Duggan's personal life and expose whatever he finds. He pulled off a brazen stunt last Wednesday, airing surveillance footage of Duggan on two giant monitors outside city hall during the nighttime rush hour. THE UK has seen a disturbing surge in acid attacks in recent years with London being the worst hit. There are plans to further restrict the sale of corrosive substances — but why are such brutal attacks on the rise? How common are acid attacks in the UK? The UK has one of the highest rates of acid attacks per capita in the world, according to Acid Survivors Trust International (ASTI). It claims the country does not have "tight controls on acid sales" or "legislation specific to acid attacks". ASTI's figures, quoting the police, reveal the number of recorded attacks has increased nearly three-fold from 228 recorded crimes in 2012 to 601 attacks in 2016. Last year was widely regarded as the worst ever with more than 400 incidents reported in the six months to April 2017 alone. Unlike in other countries, where 80 per cent of acid attacks are against women, in the UK most victims are men, ASTI says.
