ENERGY AND CLIMATE DEBATEAs Congress wrapped up the first session of the 113th Congress, the House and Senate came together to finalize several pieces of legislation, and policymakers prepared the way for changes to come in 2014.After the House passed the bipartisan budget deal week before last, the Senate sent the measure December 18 to President Obama for his signature. Senate Appropriations Chair Barbara Mikulski (D-MD) and House Appropriations Chair Hal Rogers (R-KY) have begun discussions and will be working through the new year to craft a 12-bill omnibus package that Congress will address when it returns in January. The House is expected to consider the measure by January 10 and the Senate is expected to take up the bill by January 13.The Senate also sent the National Defense Authorization Act to the president’s desk at the end of the week. The comment was understood as a veiled criticism of the action of Justice P N Bhagwati(later a CJI) in sending a congratulatory letter to Indira Gandhi on her winning the Lok Sabha elections. If a letter from a sitting judge to a politician aroused such indignation in Justice Tulzapurkar, he would have been shocked beyond imagination to see unabashed adulation for a political leader getting recorded in a judgment. Outgoing Chief Justice of India JS Khehar has said his children suffered hardships when they started their legal practice on account of his position as judge of high court and subsequently the Supreme Court.Justice Khehar, who has three sons – Tarunveer, Karanveer and Birender, all practicing as lawyers, said they were outstanding members of his family and stood by him in all odds.They had to face difficulties in their lives because of his position.“My children suffered great hardship … My eldest son Tarunveer wished to practice. At that time, I was a judge in Chandigarh HC. He had to move to Delhi and live in great hardship.When the two others wanted to start practice here, I was a judge in Delhi and they had to move to Chandigarh.
