Russia to Join U.S.-China South China Sea Face Off After Vietnam Pact

World Russia Vietnam South China Sea Russia has agreed to a new military cooperation roadmap with Vietnam, which could bring Moscow into the ongoing power struggle between the China and the U.S. in the South China Sea. The deal was signed by Russian Defense Minister Sergei Shoigu and his Vietnamese counterpart General Ngo Xuan Lich in Moscow on Wednesday, Russian news agency TASS reported. The agreement—signed on the sidelines of the seventh Moscow Conference on International Security—set out the details of military cooperation between the two countries from 2018 until 2020. Gen. Ngo told Shoigu he was pleased that Russia and Vietnam were taking steps to increase their military and naval coordination. As part of the agreement, Russia will deploy a rescue boat from its Pacific fleet to Vietnam, which will take part in search and rescue operations in the region. Kaufman HANOI, Vietnam ― There was a time, a little over two years ago, when Ted Osius could imagine the smog clearing over this sprawling capital city, with its jungle canopy of ancient banyan trees and electrical wires alive with coal-fired power and its throngs of exhaust-coughing motorbikes. Osius, who abruptly resigned late last year after three years as the U.S. ambassador to Vietnam, now warns that the Trump administration’s retreat on climate change is encouraging Vietnam to dig in on coal power. ENERGY AND CLIMATE DEBATEAs Congress wrapped up the first session of the 113th Congress, the House and Senate came together to finalize several pieces of legislation, and policymakers prepared the way for changes to come in 2014.After the House passed the bipartisan budget deal week before last, the Senate sent the measure December 18 to President Obama for his signature. Senate Appropriations Chair Barbara Mikulski (D-MD) and House Appropriations Chair Hal Rogers (R-KY) have begun discussions and will be working through the new year to craft a 12-bill omnibus package that Congress will address when it returns in January. The House is expected to consider the measure by January 10 and the Senate is expected to take up the bill by January 13.The Senate also sent the National Defense Authorization Act to the president’s desk at the end of the week. Energy and Climate DebateAfter the House failed to move forward with Speaker of the House John Boehner’s (R-OH) Plan B proposal to avoiding the fiscal cliff, President Obama called on Congress December 21 to pass a basic agreement on the fiscal cliff that would preserve middle class tax cuts and unemployment insurance funding, while laying the groundwork for growth and deficit reduction. However, the Administration has since expressed a willingness to settle for a less comprehensive package after a short Christmas recess, but doing so will still require bipartisan cooperation.An outcome for the tax extenders debate, as part of the fiscal cliff negotiations, remains up in the air. Whether or not $70 billion in tax extenders funding is even included in an final end of the year fiscal cliff avoidance package has yet to be determined, as Congress focuses primarily on blocking the full impact of $607 billion in tax increase and spending cuts scheduled to take effect in January.
