BOTH fascinating and bewildering, conspiracy theories have taken on a new life in the age of the internet. Here we take a look at some of the most popular - and bizarre - claims that believers spend a large chunk of their lives trying to prove. The JFK assassination Out of all the events in American history, the assassination of President John Fitzgerald Kennedy has probably spawned the most widely held conspiracy theories. A leading one is that there was more than one shooter involved. This stems from the official investigation into the assassination that claimed Lee Harvey Oswald managed to kill the President as well as wounding fellow passenger Governor John Connally with just three rounds. ENERGY AND CLIMATE DEBATEAs Congress wrapped up the first session of the 113th Congress, the House and Senate came together to finalize several pieces of legislation, and policymakers prepared the way for changes to come in 2014.After the House passed the bipartisan budget deal week before last, the Senate sent the measure December 18 to President Obama for his signature. Senate Appropriations Chair Barbara Mikulski (D-MD) and House Appropriations Chair Hal Rogers (R-KY) have begun discussions and will be working through the new year to craft a 12-bill omnibus package that Congress will address when it returns in January. The House is expected to consider the measure by January 10 and the Senate is expected to take up the bill by January 13.The Senate also sent the National Defense Authorization Act to the president’s desk at the end of the week. Energy and Climate DebateCongress has recessed until after the November elections, and we turn our attention this week to energy and climate issues on the Administration and international fronts.The House approved the continuing resolution (H.J. Res. 124) last week, keeping the government open through December 11, and the Senate’s approval followed shortly thereafter. The House also passed an energy package, the American Energy Solutions for Lower Costs and More American Jobs Act (H.R. 2) September 18. The measure, consisting of 13 already-House-approved bills, would approve the Keystone XL pipeline (H.R. 3, H.R. 3301), limit environmental regulations (H.R. 1582, H.R. 3826), and open federal lands to energy extraction (H.R. 4899). The House also approved a tax and deregulatory package, the Jobs for America Act (H.R. 4). The White House announced last week that the president would veto both the energy and tax packages if they came to his desk. ENERGY AND CLIMATE DEBATEBudget hearings continue this week, following a week during which budget reviews and tax extenders negotiations dominated much of the national energy and environment agenda.The Senate Finance Committee approved April 3 an $85.3 billion package extending through 2015 more than 50 tax provisions that expired at the end of last year. During the committee mark up, senators approved eight amendments to Chairman Ron Wyden’s (D-OR) revised draft. While the package that passed out of committee generally did not make substantive changes, the committee did vote to make the tax credit for research and experimentation available to small, start-up businesses without income tax liability. The modification would tie the tax credit to employment taxes rather than income taxes for small companies with fewer than $5 million in receipts and less than five years old.  The bill also tightened efficiency standards for the 179D efficiency commercial building deduction.
