The office memorandum (No.4(4)/E.Coord/2015) has raised eyebrows in the Ministry of Home Affairs that has to clear such trips. The O.M., as it is called, was issued on January 5 this year detailing instructions for foreign visits of government officers, as part of a cost-cutting exercise.
