Two diplomats, Guy Burgess and Donald Maclean, had defected to Moscow and it was clear that they had spied for the Soviets from within the heart of Britain’s national security establishment. But was there a “Third Man?” Suspicion soon centered on Kim Philby, the former MI6 liaison officer to the CIA and confidant of the agency’s top mole hunter, James Angleton. For years, however, nothing could be firmly pinned on him. According to former CIA officer Robert Baer, author of the forthcoming The Fourth Man: The Hunt for a KGB Spy at the Top of the CIA and the Rise of Putin's Russia , the CIA and the U.S. intelligence community are in a similar liminal period. San Antonio-area La Vernia Independent School District voted this week to allow armed teachers for classroom defense under Texas’swseddsdsw Guardian program. The Texas Association of School Boards sets forth the Guardian program: Under the authority of the federal GFSA and the Texas Penal Code, school districts can grant written permission for anyone, including designated employees, to carry firearms on campus.18 U.S.C. § 922(q)(2)(B)(v); Tex. Penal Code § 46.03(a)(1)(A). An individual authorized by the district in writing to carry a firearm on school premises is not carrying the firearm pursuant to the individual’s handgun license, but rather pursuant to the written authority granted under Section 46.03. Rupee recovers 12 paise to close at 77.32 against US dollar
Snapping its two-day losing streak, the rupee appreciated 12 paise to end at 77.32 (provisional) against the US dollar on Tuesday, supported by a rebound in regional currencies and fall in crude oil prices. However, weak domestic equities and persistent foreign fund outflows restricted the gains, forex traders said. At the interbank forex market, the rupee opened strong at 77.27 against the greenback and moved in a range of 77.20 to 77.45 in the day trade. The rupee finally ended at 77.32, 12 paise higher than its previous close. In the previous session, the rupee had slumped 54 paise to close at a record low of 77.44 against the US dollar. "The rupee recovered some lost ground after touching a life low of 77.53 on Monday. Rebound in risk assets and stronger regional currencies supported the rupee in today's session.
